Does Toledo have an electric aggregation program?

In an aggregation program, a city, township or county shops for power on behalf of its residents. Ohio law lets it enroll them automatically only if local voters approved that at an election, and each home must get a notice and a chance to opt out (Ohio Revised Code 4928.20).

Toledo's program is City of Toledo Municipal Aggregation (NOAC), run by Northwest Ohio Aggregation Coalition (NOAC). Our registry, researched September 9, 2026 at high confidence, lists Dynegy Energy Services as the supplier at a fixed rate of 9.86¢ per kWh.

The registry records the program's contract term as May 2026 to June 2028. A program can reset its rate inside that term, so your latest notice shows how long the rate above lasts. The registry's exit-fee note reads “No early termination or cancellation fee at any time (City of Toledo NOAC page)”.

Lucas County also has Lucas County Municipal Aggregation (NOAC), run by Northwest Ohio Aggregation Coalition (NOAC). Its recorded supplier, rate and term match the Toledo row, researched September 9, 2026.

Under the same law a county acting alone covers only its unincorporated area. So the county program does not reach an address inside Toledo's city limits unless the city and county act jointly.

If you want to keep your supplier, PUCO says to return the opt-out notice (what is aggregation). Before you sign or send anything, ask both suppliers what happens to your account. See also the Toledo program page, aggregation in Ohio and the aggregation lookup.

Default rate, city program or supplier: which applies to you in Toledo?

In Toledo your electric supply comes from one of three places. They are Toledo Edison's default rate, the City of Toledo Municipal Aggregation (NOAC) program if it enrolled you, or an offer from a supplier you pick. PUCO says people on PIPP Plus or under their own supplier contract are not eligible for aggregation (what is aggregation).

The default is a fair choice when no fixed offer beats the price to compare. A monthly fee or an early termination fee (ETF), the charge for leaving a contract early, can wipe out a small gap. See when staying put is the better choice.

Use our Toledo Edison Apples to Apples guide to compare offers for Toledo Edison. Hold the City of Toledo Municipal Aggregation (NOAC) rate above against the price to compare. Your notice lists any fee.
