Does Cleveland have an electric aggregation program?

In an aggregation program, a city, township or county shops for power on behalf of its residents. Ohio law lets it enroll them automatically only if local voters approved that at an election, and each home must get a notice and a chance to opt out (Ohio Revised Code 4928.20).

Cleveland's program is Cleveland Community Choice Electric Aggregation, run by Sustainable Ohio Public Energy Council (SOPEC). Our registry, researched September 9, 2026 at medium confidence, recorded AEP Energy as the supplier at a fixed rate of 9.236¢ per kWh.

The recorded term ended July 31, 2026, so your latest notice, not this page, shows the supplier and rate now in force.

The City of Cleveland's page says the program is for Cleveland customers of the Illuminating Company. Ohio law does not let a program enroll homes on a city-owned utility's lines (Ohio Revised Code 4928.20).

Our registry records no county-wide program for Cuyahoga County.

If you want to keep your supplier, PUCO says to return the opt-out notice (what is aggregation). Before you sign or send anything, ask both suppliers what happens to your account. See also the Cleveland program page, aggregation in Ohio and the aggregation lookup.

We read these sources on October 1, 2026. Energy Choice Ohio says to find your gas provider on your billing statement (gas start page).

The Standard Choice Offer (SCO) is Enbridge Gas Ohio's default gas rate. Our Enbridge Gas Ohio Apples to Apples page opens PUCO's chart. The Enbridge Gas Ohio price to compare page and natural gas rates in Ohio explain the number.

Default rate, city program or supplier: which applies to you in Cleveland?

In Cleveland your electric supply comes from one of three places. They are the Illuminating Company's default rate, the Cleveland Community Choice Electric Aggregation program if it enrolled you, or an offer from a supplier you pick. PUCO says people on PIPP Plus or under their own supplier contract are not eligible for aggregation (what is aggregation).

The default is a fair choice when no fixed offer beats the price to compare. A monthly fee or an early termination fee (ETF), the charge for leaving a contract early, can wipe out a small gap. See when staying put is the better choice.

Use our Illuminating Company Apples to Apples guide to compare offers for the Illuminating Company. The program's recorded term has ended, so use your latest notice to see what you pay now.
