What is the electric aggregation program in Independence, Ohio?

Electric aggregation. A community buys electricity supply for its residents as one group, and in an opt-out program households are enrolled unless they opt out.

A city can enroll residents automatically only after it passes an ordinance. A majority of voters at an election must also approve (Ohio Revised Code 4928.20). Northeast Ohio Public Energy Council (NOPEC) runs this program for Independence, and our registry lists it under Independence's own program name. Our NOPEC guide covers how that council works.

Medium confidence means we sourced that the program exists and who supplies it. Other fields may be missing or taken from the program group's page rather than the community's own. Any field we could not source reads "We have not verified this yet" in the table.

Where does the Independence rate stand against the utility's price to compare?

Price to compare. The utility's default supply rate, the one you pay if you have not chosen a supplier or joined a program.

Our registry records 10.399¢ per kWh for Independence, a variable rate, which can change during the term. The Illuminating Company's price to compare is 11.24¢ per kWh for October 1 – December 31, 2026, according to PUCO's chart. The next period starts January 1, 2027.

A rate that is not fixed can move while the default stays put, so the two numbers are not directly comparable.

Our Illuminating Company electric rates page covers the territory, and PUCO's chart lists the offers. A county-level match may not fit every Independence address, so read the utility name on your bill.

How do you leave the Independence aggregation program?

Ohio law (Ohio Revised Code 4928.20) says a program must let you opt out every three years without a switching fee. Anything beyond that is set by Independence's own notice.

The registry's exit-fee note for Independence reads “No early termination fees on any NOPEC electric program (NOPEC pricing page)”. We recorded it on September 9, 2026, so check your own notice before you rely on it.

For opting out, the registry holds this note: “Return the opt-out form included with the NOPEC enrollment letter, or call NOPEC customer care 1-855-667-3201 (855-NOPEC-01)”.

What if you pick your own supplier while Independence's program covers you?

PUCO tells customers (PUCO) that choosing a new supplier without opting out leaves you in the aggregation program, and that opting out is how you keep a supplier you chose. Ask the program and the supplier how your account will be handled before you sign or return anything in Independence. Look for an early termination fee (ETF), which is what a contract can charge if you end it early.

Staying in the program, or on the utility's default, can be the better choice when every fixed offer on PUCO's chart is above the rate you pay now for the same dates. It can also be better when a supplier's monthly fee or ETF would erase the gap.
